Curriculum

The Master’s Degree in Urban and Regional Planning is offered in a hybrid format, comprises 36 credits, and is designed to be completed in three semesters*.

*Three-semester duration, provided that all credits are taken each semester.**

**Students may choose as many credits as they consider appropriate based on their available time and budget, with a minimum of 4 credits.

Students in this master’s degree may choose one of the following graduation options: a scholarly article, a public policy paper, or a consulting or social innovation project. In addition, they may earn a special certificate awarded by the University by completing and passing 8 credits in one of the following concentrations:

The master’s degree is designed to be completed in three semesters, for a total of 36 credits.

Foundational Course

Territorial Planning Instruments

Territorial Planning Instruments (4 credits), hybrid format:

The objective of the course is to provide students with conceptual and analytical tools that enable them to:
 
  • Understand the nature and evolution of territorial planning processes, with particular emphasis on the most recent perspectives emerging from international agendas.
  • Analyze the legal and policy foundations supporting the formulation and implementation of various planning instruments, using the Colombian case as the main reference.
  • Identify and analyze the main challenges associated with planning through the study of specific cases, including an analysis of the existing legal and institutional framework and an assessment of the impact of specific planning instruments.

Concentration credits

Concentration credits (4 credits): 

Students in this master’s program may opt for a special certificate awarded by the University by completing and passing 8 credits in one of the following concentrations:

  • Housing and Habitat
  • Mobility and Urban Spatial Structure

To pursue a concentration, students must enroll in specific courses suggested by Cider for “Concentration credits (4 credits)” and “Elective (4 credits).”

Introduction to Interdisciplinary Studies

Introduction to Interdisciplinary Studies (2 credits), hybrid format.

This course aims to create a collaborative learning environment in which students acquire the fundamental elements needed to understand and act through interdisciplinary approaches in the fields of study encompassed by CIDER’s mission. This is achieved by applying interdisciplinary thinking to theoretical work, the understanding of social phenomena, social action, and public policy decision-making. This entails a robust theoretical discussion of interdisciplinary practice, along with extensive practical application to the subjects of study that interest students.

Introduction to Research Methods

Introduction to Research Methods (2 credits), hybrid format.

This course provides a foundation in research methodology and introduces the questions of how and why research is conducted, drawing on elements from different disciplines, paradigms, research trajectories, and perspectives within interdisciplinary research.

Urban and Regional Planning: History, Theories, and Challenges

Urban and Regional Planning: History, Theories, and Challenges (4 credits), hybrid format:

The purpose of this course is to introduce students to the main debates and theories in urban and regional planning through a historical, critical, and interdisciplinary approach. Particular emphasis is placed on understanding the current realities and challenges facing cities and regions in Latin America.
 
Traditionally, the education of researchers and professionals in urban and regional planning in Latin America was influenced by architecture and based on theories and tools originating in Europe and North America. Today, however, cities and regions require professionals and researchers with a critical and interdisciplinary perspective. They must be able to analyze and propose urban and regional interventions that take into account the specific challenges facing Latin American cities.

Territorial governance, urban policies, and collective action

Territorial Governance, Urban Policies, and Collective Action (4 credits), hybrid format:

The course addresses four thematic areas encompassing its main areas of focus:
 
1. Public Policy and Urban Governance: Explores the fundamental theories, approaches, and methodologies for understanding public policy and urban governance. It examines the role of policy, stakeholders, and institutions in urban public policies and territorial transformations.
 
2. Metropolitan Planning, Management, and Governance: Analyzes planning, management, and governance experiences in metropolitan areas, evaluating their designs, advantages, capacities, performance, achievements, and limitations.
 
3. Urban Policies and Projects in Colombia: Focuses on the study of urban policies and projects in Colombian cities, from territorial planning to environmental management and mobility. Emphasis is placed on innovations in governance and territorial development, as well as on the institutional and political context surrounding them.
 
4. Citizen Participation and Social Mobilization: Examines non-institutional participation and citizen mobilization processes, and their impact on urban public policies and the political system. It analyzes new forms of social protest, contention, and citizen resistance, as well as the regulations and legal frameworks governing the right to information and social protest in Colombia.

Degree Project 1 (2 credits), asynchronous self-directed work.

Students may enroll in these courses to advance their research, with the support of their degree project supervisor. Each course will include a guide and a grading rubric. These courses will be offered throughout the five 8-week cycles administered by the University, allowing students to enroll in them flexibly according to their progress in the program.

Degree Project 2 (2 credits), asynchronous self-directed work.

Students may enroll in these credits to advance their research independently, with the support of their degree project supervisor. This level will include a guide and a grading rubric. This level will be offered throughout the five 8-week cycles administered by the University, allowing students to enroll in it flexibly according to their progress in the program.

Social Innovation Elective

Social Innovation Elective (4 credits), hybrid format.

Courses that develop competencies in thematic or methodological areas related to social innovation, in accordance with the offerings submitted by the program.

Data Analytics

Data Analytics (4 credits), hybrid format.

This course provides theoretical and practical tools for data analysis. We will explore and understand quantitative methods and tools widely used in development studies over the past two decades. By the end of the course, students will be able to apply these methods both in their research or consulting projects and in their professional practice.

Territory Analysis Workshop

Territorial Analysis Workshop (4 credits), hybrid format:

The workshop aims to foster reflection on and critical analysis of cases and experiences in territorial planning, management, and governance in various cities, regions, and rural areas of Colombia. It also seeks to discuss new regulatory frameworks, issues, innovations, and challenges related to territorial planning and development.

Elective**

Elective (4 credits):

To support theoretical foundations and complement their training in the master’s program, students may choose an additional 8 elective credits. These may be selected from courses in the Uniandes catalog https://catalogo.uniandes.edu.co/
Students may take these elective credits as concentrations, in accordance with the courses offered by the program.

Research analysis and writing

Research Analysis and Writing (2 credits), 

This course provides students with skills to analyze information collected during research and present it in academic articles, public policy documents, or doctoral monographs.

Thesis Project 3 (2 credits), asynchronous independent work.

Students may enroll in these credits to advance their research independently, with the support of their thesis supervisor. This level will be accompanied by a guide and a grading rubric. It will be offered throughout the University’s five 8-week cycles, allowing students to enroll flexibly according to their progress in the program.

Social Innovation Workshop

Social Innovation Workshop (4 credits), hybrid format.

This course provides students with competencies to analyze development issues in collaboration with public or private social organizations and to generate solutions co-created with communities.

Consulting

Consulting (4 credits), hybrid format.

Students will develop skills to prepare and conduct interdisciplinary consulting projects in public, private, or social-sector organizations, fostering professional ethics and experience-based learning while proposing solutions to specific challenges in the field of action of the master’s program.
Additionally, this course offers an opportunity to maintain connections with diverse territories through alumni and partners who practice consulting and can serve as course tutors. In this way, Cider Consulting extends beyond the classroom and brings knowledge directly to organizations.

Schedule

Hybrid format

Classes every two weeks.

 

  • On-campus sessions, on some days between Thursday, Friday and/or Saturday, from 7:00 a.m. to 9:00 p.m. 
  • Virtual sessions, on some Thursdays and/or Fridays from 7:00 a.m. to 10:00 a.m. or from 6:00 p.m. to 9:00 p.m.; and/or Saturdays from 7:00 a.m. to 1:00 p.m.

 

*The final schedule and class days depend on the number of credits the student enrolls in. 

We know that personal life is just as important as academic life, which is why you can choose as many credits as you consider appropriate, based on your available time and budget.
